Piloting Social Impact Bonds in Ukraine

2026

This report explores Ukraine’s first Social Impact Bond (SIB) pilot. As an innovative, outcome-based financing model, the initiative aims to reduce long-term grant dependency and strengthen sustainable recovery mechanisms. The publication presents a feasibility assessment and proposed design options for piloting a SIB in Ukraine, based on research, stakeholder consultations, and fieldwork. It is intended as a working document to foster dialogue, learning, and the further development of outcome-based financing approaches for Ukraine’s recovery.

Defender at home

2025

The purpose of this guide is to explore the essence of reintegration, the challenges it presents, the expectations and real needs of defenders returning to civilian life. It also aims to address the fears and biases communities may have in the reintegration process, and to share both theoretical and practical aspects of the “Defender at Home” training, developed in response to requests from civil society organizations, government institutions, and churches across Ukrainian communities.

This guide is intended for everyone involved in reintegration and the support of Ukraine’s defenders: community members, local authorities, social workers, educators, faith leaders, psychologists, volunteers, veterans, their families, and all concerned citizens. The Robert Bosch Stiftung supported the development of this guide.

The Ukrainian Cultural Sector in Wartimes

2025

In April 2025, the Goethe Institut Ukraine (Kyiv), the Ukraine Art Aid Center e.V. (Berlin), and ALIPH – the International Alliance for the Protection of Heritage (Geneva) – hosted the conference "The Ukrainian Cultural Sector in Wartimes: Emergencies – Needs – Measures". The conference was supportet, among other institutions, by the Robert Bosch Stiftung.

With workshops led by twelve expert groups from across Ukraine, the event highlighted the importance of holding such gatherings within the war-affected country to ensure balanced representation and inclusivity. In light of the many insights gained during the conference, it was decided to publish not only a brief statement but also this more comprehensive report.

Finding Light in Darkness

This report explores the pivotal role of Community Foundations (CF) in Ukraine. It tracks the history of CF development in Ukraine, and describes its unique model – which is based on local affiliation, independence and transparency. Drawing on data collected through the GFCF’s grantmaking in Ukraine following Russia’s full-scale invasion, the report also describes the range of CF responses to the crisis. It illustrates how Ukrainian CFs have demonstrated remarkable resilience and impact during the ongoing war, addressing both immediate humanitarian needs and fostering long-term community development and social cohesion.
